Wisconsin's Council on Veterans Programs was created under Wis. Stats. s.15.497(2). Wis. Stats. s. 45.03(3) specifies that the Council on Veterans Programs shall advise the Board of Veterans Affairs and the Wisconsin Department of Veterans Affairs on solutions and policy alternatives relating to the problems of veterans.

The Council is required to submit a biennial report to the Chief Clerk of each house of the Legislature for distribution to the legislature under s. 13.172(2) by September 30 of odd-numbered years. The report includes a general summary of the activities and membership of the Council on Veterans Programs and of each organization on the Council.

2007 Wis. Act 25

Legislation changing the composition of the Council on Veterans Programs was introduced in the 2007-08 legislative session as 2007 Assembly Bill 270. It was signed into law on November 9, 2007 as 2007 Wis. Act 25, with an effective date of November 27, 2007, the day following the law’s publication.

This legislation added representatives from two new organizations to the council: the Wisconsin Council of the Military Officers Association of America (MOAA); and The Retired Enlisted Association (TREA). Because Council members’ one-year terms coincide with the state’s July 1 – June 30 fiscal year, the legislation included a provision specifying that the terms of the initial representatives of the two new organizations would expire on July 1, 2008, without regard for when the legislation became effective.

This legislation also removed the representative of two defunct organizations from the council: the Veterans of World War I of the U.S.A., Inc.; and the Federation of Minority Veterans, Inc.

2009 Wis. Act 49

Legislation adding a member to the Council on Veterans Programs was signed into law on October 6, 2009 as 2009 Wis. Act 49, adding one representative of the Wisconsin American GI Forum, with a term expiring on July 1, 2011. The effective date is December 1, 2009.

2009 Wis. Act 298

Legislation adding the Blinded Veterans Association of Wisconsin as a member of the Council on Veterans Programs was signed into law on May 12, 2010 as 2009 Wis. Act 298. The effective date is May 26, 2010.
