WDVA 2009-11 Biennial Budget

WDVA began the biennial process in 2007 of developing the next biennial budget request. On June 20, 2008, Secretary Scocos presented the department’s budget plan to the Board of Veterans Affairs for review. After receiving recommendations from the Board, and from veterans organizations, veterans and the public during WDVA’s Stakeholders Conference held on July 29, 2008, the department prepared its full budget request.

The Department presented the final budget request to the Board at its regularly scheduled meeting on August 15, 2008. The Board gave final approval to the WDVA Budget Request on September 11, 2008, and it was then sent to the Governor for review. The Governor’s recommendation’s for the State of Wisconsin 2009-11 Biennial Budget will be provided to the Legislature in early 2009, and the Legislature will then consider the overall state Budget. The Legislature’s final budget is due to the Governor by June 30, 2009.

2009-11 Biennial Budget Timeline

The 2009-11 projected biennial budget process:

  • Fall 2007 – WDVA begins 2009-11 budget preparation
  • June 20, 2008 – WDVA presents agency budget plan to Board
  • August 15, 2008 – WDVA presents final agency budget request to Board
  • September 11, 2008 ― Board reviews and approves the final WDVA Budget Request, which is then sent to the Governor for review
  • February 2009 ― Governor Doyle submits state budget recommendations to the Legislature
  • March 2009 ― State Building Commission reviews the Governor’s Capital Budget recommendations
  • April - May 2009 ― Joint Committee on Finance reviews and amends the Governor’s budget
  • By June 30, 2009 ― State Assembly and Senate required to pass the budget
  • July 2009 – Governor reviews budget, and signs it into law, vetoes it, or vetoes select portions of it.
